A U.S. naval lieutenant was the first to discover Øystein Island, a harsh rock of a place lost within the Bermuda Triangle. The timing couldn't have been more perfect.
Within days of his discovery, every news channel around the world was playing and replaying the first ever authenticated footage of a shifting werewolf. The secret was out - the supernatural world was real. Unfortunately for them, the regular humans running the world didn't find them welcome. With all the legends circulating about how to kill these creatures of myth - shapeshifters, vampires, even
ones that looked human but possessed magical abilities - hunting them soon became the newest worldwide sport.
Amidst all this chaos of hunting and being hunted in turn, it was that same lieutenant who came up with the plan: a plan to stop any criminal supernaturals from harming humans. With the willing support (and generous funding) of the most secretive of government branches, he built this prison. The secrecy surrounding the so-called Bermuda Project rivaled any undertaking the government had covered up before. To this day the facility remains top secret, and those in the know who aren't bound in layers of secrecy oaths quickly disappear.
As soon as the prison was opened it began filling, and quickly. Any supernatural caught committing crimes against humanity was hunted down and locked up here - and a few innocent supernaturals were swept up along the way. Government funding keeps the facilities top-of-the-line, with a particular emphasis on security and weapons designed specifically to take out supernaturals.
Most recently, the government has sponsored the addition of a state-of-the-art laboratory to the complex. Its mission? The study and dissection of supernaturals, to learn their weaknesses and improve the current methods of extermination. Those recruited face a bittersweet offer - better pay than any other market, in exchange for completely vanishing from the outside world.
The entire island is completely cut off from the outside world, aside from occasion shipments of new inmates and supplies. Inmates, workers, and guards alike all live by only one rule - no one leaves the island.
Since the no contact rule cuts those on the island off from bureaucratic supervision as well, a unique system of barter and might-makes-right has evolved. The guards keep order in theory, but an inmate with enough cash can negotiate for just about anything, as long as it stays within the prison walls. The vampires in particular have a reputation for trading just about anything for fresh blood rather than the dead rations they are given.
Amongst the inmates themselves, the power structure has broken down by species. Shifters, vampires, humans, all follow the strongest, for as long as he or she can hold on to that title. It's everyone for themselves, unless you can buy someone stronger to look out for you.
The only question that remains is: can you survive?
