Character Name: Franklin Gray
Nicknames: “Frank”; “Frankie”; “Gray”
Age: 28
Gender: Male
Sexual Orientation: Straight
Gifted: Yes. Telekinetic.
Power Level: Strong
Description:
Frank is ruggedly handsome. He’s well built and solid, though athletically compact; clearly the result of constant physical exercise, or, as he would put it, constant physical testing. He manages to have a boyish or roguish quality about him, which makes him seem very approachable, while at the same time appearing to be somewhat rough and formidable. Frank’s eyes are a bright, clear blue, like the water around a Caribbean island, and they seem so intense when he uses his Power, they seem almost to glow. His skin is mildly tanned from exposure, and he keeps his dark chestnut hair almost uniformly shot, letting it grow on occasion to alter his appearance. He can be clean shaven, bearded, or just roughly unshaven depending on his mood. Frank has a few tattoos, though he considers removing them, and he favors simple clothes, nothing that would attract attention to him – unless he’s running a con-job or has need of a power suit, you’ll find him in jeans and tee-shirt or hoodie most of the time. He has several scars all over his back, evidence of his life on the run.
Personality:
Frank is justifiably paranoid. He is not unfriendly, but he has returned to a life that requires that he look over his shoulder, and that he keeps people at a certain distance. He is at once desperate for companionship, and fearful of what that could mean. Frank feels guilty for the death of his Mother, and the loss of his Father, a part of his life he had suppressed until reminded of it not more than a year ago. Frank doesn’t want anyone else’s death on his hands, but he is ruthless when it comes to enemy Operatives, and can be just as bad to preternaturals, taking a stance that letting an enemy one of those close is generally a bad idea.
History:
Frank may only be 28 years old, but his story begins with The Stargate Project. It was a secret Project undertaken by the U.S. Government to investigate the reality and potential of Psychic Phenomenon, with an eye to military, political, and domestic applications. The Project began in 1970, and was “declassified” and closed in 1995. That was just what the CIA and other “alphabet” organizations wanted the public to believe. In truth, The Stargate Project continued, though it was quietly funded by the Bilderbergers, and “rebranded” as so many such things were. It was now called Project Ragnarok, as supposedly, a set of psychics had predicted the end of the world, and a set of Scientists believed Ragnarok – a reference to the Norse “End of Days” – was the perfect moniker to make what was old, new again. Under Ragnarok’s umbrella, many more lines of research were developed. One of them was the Baldur Division; Baldur was the Norse God that ended the Fimbulwinter and saved the world, just as the “assets” of this Division were meant to stave of the “End of Days”, and making sure whatever happened, the U.S. Government had the edge over everyone else.
The Baldur Division, often shortened to simply “The Division” to those under Ragnarok’s large umbrella, was responsible for the “acquisition” of “Wild Talent” as well as “Known Assets”. This means they collected psychics and gifted individuals from all over the U.S. and Allied Territories. The Men in Black, MiBs, were not opposed to kidnapping wherever they deemed it necessary. At first they took advantage of those Talents that were already active and in place; there were several individuals still eager to work that even held Military Rank thanks to Stargate. It became their job to cultivate others. The Division used a combination of Gene Therapy, Chemical Treatments, Simple Training from Infancy, Standard Eugenics, and even more radical efforts, such as sensory deprivation. Many believed they were doing good work, an effort not only to save the world, but to save it for Democracy. As the old saying goes, the path to Hell is often paved with good intentions.
It is a little more than 100 years later, and The Baldur Division is still in operation. Their Agents are no longer as mundane as they once were, and kindness is perhaps even less of a concern. It is in this crucible that Franklin Gray is forged. Colonel Xavier Scott Gray was his Father, a man dedicated to Project Ragnarok and the Division, because all the evidence he needed to believe that the Project was right had already begun to happen in the world. He was a gifted Psychic, a Remote Viewer of unmatched accuracy, and a Passive Telepath with a range of several miles. Patriotically, he allowed himself to enter into an arranged Marriage for the purposes of bearing Children, with a woman named Lieutenant Rachel Stark. He never expected to fall in love with his Wife, nor she with him; what they had undertaken as a duty, became a pleasure for both of them. Together, they had a son. Scott wanted to name him Benjamin Franklin, but Rachel’s love of American history only went so far; they compromised on Franklin – which was close enough to Frank Stark, Rachel’s Father, to please everyone. That was – until the Division took the Child from them.
Xavier and Rachel loved their Country, but they questioned if it was their country at all if they were taking Children. Both were soldiers, both were Special Forces Operatives; Xavier was a Navy SEAL, and Rachel a Marine Force RECON Sniper. Both did their due diligence, as neither had been aware of The Division’s full activities. Rachel was possessed of psychically enhanced senses; essentially, she made more use of her brain and sensory perceptions than almost anyone else in the world. The eggheads in the Division called this “ESP”, Extra Sensory Perception, in a very literal sense. Together, they decided to find their Son, and escape the Division with him. The focused effort of two SpecOps individuals, both Gifted, both more than capable of working as a tightly coordinated unit, is nothing to scoff at – and it wasn’t then. Scoff, the Division did, and they paid a high price. Rachel died in the effort, and Xavier was forced to flee, but he had his Son.
Franklin has been told, all his life that his Mother died for his freedom and for 12 years, he and his Father had been hiding in places all over the world. He has been trained like a soldier for as long as he can remember, indoctrinated into the skills and mindset of a Special Forces Operative, without ever having to be one. For him and his Father, there was them, and everyone else. Everyone was a potential MiB, everyone was a potential threat. As the preternatural world came forward more and more, the landscape of available enemies only seemed to get more and more full of potential targets. To make matters still more challenging, Frank developed Telekinesis at an early age, and “events” began to happen around the young boy, “events” that The Division “Scanners” could find and focus on. It became more and more difficult for the Father and Son pair to hide; at age 12 Frank saw his Father die; Xavier Scott Gray died from a sniper’s bullet fired nearly a mile away. He fell on top of his son, his heart’s blood bubbling out of his mouth. He managed to speak one word, “Run.” But in the moment after his death, Franklin suffered another “psychokinetic” event, and passed out bleeding from the nose.
After 12 years of running, he was back in the grip of The Division, and with the spectacle he’d recently made, they weren’t about to let him go. He was their shining success, a breeding program that went back nearly 100 years, had ultimately led to him. Frank was their crown jewel, and they weren’t going to let him go now. Frank, on the other hand, understood that he was too young and too untrained to resist them, so he did something his Father taught him, he became what the military called a “Native Insurgent”. He would let them think he was indoctrinated, and wait for the right time to escape. The right time, as it turned out, would be 13 years later.
Frank was a trusted Agent of the Division. He was their premier “Combat Telekinetic”. In the opinion of Division Scientists, Telekinetics functioned by means of something modern science only barely understood; atomic frequencies. It was already a fairly well known and constantly supported theory that everything “vibrated” at its own atomic frequency, and that manipulation of this frequency would allow for fantastic things to happen. In this area, Frank was particularly gifted. He was sent to eliminate a band of Halfbreeds that were supposedly in the employ of whatever Russia called their Baldur Division. In truth, it was a Division Researcher that had fallen in Love with a Lycanthrope, one that happened to know Frank’s Father, and the effort his Parents had made to save him. In a rush, Frank was suddenly reminded why he had stayed with the Division as long as he had, and he chose that moment to do what he’d promised himself when he was 12.
He escaped.
He ran, and fell off the grid, knowing well that staying mobile was his best defense. Most recently, he has come to Pittsburgh, hoping to get a small pace of time to take a breath, and stop running. With all the tension and activity in Pennsylvania, he rather hopes that he’ll get at least a month to himself. A month to get a common job, and try to be normal; it’s been nearly a year since he fled, and in another couple of months, he’ll be 29. He has learned about the so-called Invisible War, after all, in a way, he had been on the frontlines – but between Dragons and Vampires, he had no real choice, no real preference as long as he was left alone.

NOTE: Social weaknesses subject to change upon impact with the “World”
Powers:
Strong Psychokinetic :: Telekinesis
-AKA: “Tee-Kays”; “Tekes”; “Kinetics”; “Psy-Kays”; “Pea-Kays”
Telekinesis: Frank is capable of “sensing” the Atomic Frequencies of nearly any material. He describes it as “hearing” but it isn’t really using that sense, it is just something he knows, similar to feeling breeze or that tingle one feels when they press a 9-volt batter to their tongue. As a result, Frank tends to know when someone is or is not human; the basic building blocks of their body all vibrate at differing frequencies. He cannot point out the five hidden vampires on a crowded dance floor, but experience has taught him that certain frequencies are likely not inside the “standard” human range. A Dragon, for example, would read as very dense to him; and that is usually enough of a giveaway. The Dead, however, like Vampires, have the same number of atoms and they vibrate at a similar frequency to the living – there are just differences that he can discern if he focuses.
Manipulation of these frequencies makes Frank capable of a number of Telekinetic Feats. Each of them causes a minor signature event to occur in a localized area; a slight ripple in the air if the effect is crude manipulation and not a fine one. He can cheat at a game of chance, for example, with not a hint of it – but to lift a tire, for example, would cause the air around it to ripple slightly. He can pick up objects that are of various weights, with a maximum of 1000 kg, including multiple targets. The lighter the object, the faster the action he can take with it. His maximum effort would cause him harm, exceeding his maximum could cause a neurological failure or an aneurism. He can throw a small rock with similar velocity to that of a bullet leaving the barrel of a firearm. Frank can lift nearly anything up to his weight limit; however certain objects will cause him trouble. Lifting a mass of water takes greater concentration than lifting a solid. A struggling human takes little effort, a struggling Vampire, due to the strength they can exert against his “grip”, will take more focus, the same can be said of strong Lycanthropes, and certain Dragons. Dragons in full Draconic form, weigh significantly more than his limit, and while he could affect them in portion, it would be impossible to affect them in total.
Manipulation of the air and his sense of these frequencies have allowed him to deflect incoming bullets and projectiles. This is accompanied by a crackle of sound, as the bullet smashes into the “telekinetic shield”. He has deflected bullets, the thrown projectiles of other telekinetics, and enough of a vehicle collision to stumble away afterward. The latter by thowing similar force back at the incoming vehicle; he can shield himself from fire, and the shrapnel of an explosion, but the concussive force – itself really a ripple air driven by sound – still breaks through and affects him. He can enhance his blows in hand to hand combat, exerting hundreds of kilograms per square centimeter of force with every punch or kick; easily breaking the bones and battering the flesh of even a Preternatural – though he is not as fast as a Vampire, the use of his shields, and these enhanced blows can make him a problem for any single Undead combatant. A crowd of them would require more creative countermeasures.
He is capable of fine manipulations. Picking a lock, for one example, manipulating firearms, for another, cheating at Craps, for still another; thus financing his exile. Frank cannot fly. Manipulating his own Frequency is a very bad idea, and to date, no known TK has been known to take flight. He can make enhanced leaps, which might seem like flight, and he can jump down from nearly any City Height, but he cannot fly, nor does he ever try to test the theory.

Frank turned the corner and ran smack into the Operative he’d been trying to avoid. The dark-skinned man had been following him for blocks, and Frank had thought he lost him, twice. He was beginning to think he was a Clairvoyant, just walking to where he saw Frank in the near future. It was an annoying talent. More troubling was the fact that they were both taken by surprise, as if the Operative hadn’t really believed his own senses. It wasn’t too much of a lack of faith in his own abilities though, as the Seer was already going for what Frank was sure was a hidden semi-auto pistol. The other man’s eyes widened with fear, as Frank raised his hand, and pushed. The Telekinetic didn’t have to gesture, but it helped, and he’d be lying if that look of fear wasn’t the least bit satisfying on some level.
The Seer cleared his pistol from its holster in time to be thrown back with the force of a mule’s kick. He slammed into the wall behind him, and dropped his pistol. The man didn’t have the good sense to be knocked out, which forced Frank to move in on him. His Dad always told him, don’t leave the enemy behind you. Disable them, before you moved on. Frank meant to do just that. The black man groaned but struggled to his feet gamely, and as Frank moved towards him warily, he threw down a Screamer. The hyper-sonic disk went off, and Frank knew that at least one ear would be bleeding again. The Operative must have had hearing protection. Frank covered his ears, struggling to focus, and the Operative decided it was time to abuse him a little. He got into one, two, three punches, before Frank ducked the fourth and threw himself on top of the Screamer. The sound was dulled, but it actually hurt his skin. Frank knew where it was now though, and crushed it with a thought. The sound died, and he rolled over, absorbing the blow of a kick.
It was payback time.
